Yes. The tool tries quality settings until the file is as clear as possible while staying under the limit, and checks the result before you download it. Every line of the checklist must be green. We count 1 KB as 1,000 bytes for the maximum and 1,024 bytes for the minimum, so the file passes whichever way the form counts.
Very small images such as a 140 × 60 signature often can’t reach the minimum even at full quality. The tool then adds empty space inside the file (a JPEG comment) to reach the minimum size. The picture itself doesn’t change and the file opens normally everywhere.
